Tom Daschle, the erstwhile nominee for The U.S. Secretary of Health and Human Services believes there should be a National Health Board which makes decisions based on outcomes and not on a doctor's advice. In short, if a drug is too expensive for an elderly patient who is near death anyway, the government would issue a resounding DO NOT TREAT.
