Then, at a minimum, it failed to warn the Pentagon to evacuate even though the supposed & strange 'F77' 360 turn and final approach would give them plenty to warn about before the Pentagon strike. We also know, as is pointed out by Mark Gaffney, that the Pentagon was trained for such an attack, so an evacuation should have been standard procedure once the approach to DC was indicated...
